I was planning on buy a electric hot plate or electric cooktop and was going to use it for a pressure cooker. would this work? can hot plates or cooktops contentiously boil water? can they boil enough water for a 23 quart pressure cooker?

If it's one of those halogen ones that glow red under glass then yes.

If it is an induction one, I don't think so.

A pressure cooker will not get hot enough on a warmer plate, it needs a burner large enough to be under the entire pot. You can use any pans that will fit the size of the burner'
